TN Policy Push Aims to Revive Textile Exports, Boost Competitiveness

  • Tiruppur knitwear exporters face a 10% competitiveness decline due to duty-free access for rival nations.
  • Garment manufacturers and exporters, especially in Tiruppur, are directly impacted by reduced export incentives and market disadvantage.
  • Reduced export incentives like ROSL and Duty Drawback directly increase production costs and erode profit margins for exporters.
  • This situation highlights India's ongoing struggle to maintain export competitiveness against countries with preferential trade agreements.
  • Monitor the upcoming Tamil Nadu Integrated Textile Policy and central government responses for potential relief and new investment opportunities.

Tiruppur Exportersโ€™ Association (TEA), President, Raja M Shanmugham in a press release issued today, said that Thiru. Edappadi K Palanisamy, Chief Minister of Tamil Nadu has made a representation to the Prime Minister on 22nd May 2018, with a requisition to address a few important issues affecting the textile industry, specifically Tiruppur knitwear export sector related issues mainly to safeguard the Textile Industry in Tamil Nadu and sustain in the global market.

While thanking the Chief Minister for considering TEA representations, Shanmugham pointed out thatย  the Tiruppur Knitwear sector issues like declining of competitiveness by about 10 per cent due to Customs duty free status enjoyed by our competing countries like Bangladesh, Sri Lanka and Ethiopia, decrease of Rebate on State Levies (ROSL) from 3.5 per cent to 1.7 per cent and Duty Drawback rate from 7.7 per cent to 2 per cent, ROSL pending claims etc., have been included in the representation and also requested for enhancement of Duty Drawback Rate to 5 per cent, allocation of required fund for clearing ROSL pending claims etc..

The Handloom sector in Tamil Nadu provides livelihood to more than 1.89 lakh weaversโ€™ households consisting of about 3.19 lakh weavers. Tamil Nadu has the largest spindleage and major share of yarn production because of the availability of 65 per cent of spinning mills in our country. Tamil Nadu is one among the leading states in the country with 5.67 lakh powerlooms employing 11 lakh people. Tiruppur is known as the โ€˜Textile hubโ€™ in the country providing employment to around 6 lakh persons and exporting garments with an annual turnover of Rs. 25, 000 crores.

He also said, โ€œThe continuous support and encouragement given to the industry from the Government of Tamil Nadu headed by yourselves will certainly uplift the industrialization in our State and contribute more for the TN economy. We understand that the New Integrated Textile Policy, carrying a lot of positive measures will be unveiled with in next two months and attract more investments in Tamil Nadu.โ€

Shanmugham further mentioned that with the right kind of support coupled with positive measures from the Tamil Nadu Government and also unveiling of much expected new Integrated Tamil Nadu Textile Policy would rejuvenate the Textile Industry in Tamil Nadu including Tiruppur garment export sector as it is essential to safeguard the textile industry exposed to unfair competition and to sustain the handloom sector.
