Powerloom Development & Export Promotion Council (PDEXCIL) is pleased to announce that it has been officially notified as an authorized agency to issue Non-Preferential Certificates of Origin (CoO). This notification is in accordance with DGFT Public Notice No. 42/2015-2020 dated 08.12.2021.
These Non-Preferential Certificates of Origin serve to establish the origin of goods exported from India, but do not entitle the exporter to preferential tariffs such as duty reductions.
Exporters can now conveniently apply for these certificates via the DGFT common eCoO portal at https://www.trade.gov.in by selecting PDEXCIL as the issuing agency.
As per the latest Trade Notice No. 13/2024-25, the updated eCoO 2.0 system is now live, offering a streamlined, transparent, and fully digital process for obtaining non-preferential CoOs.
Exporters already registered on the DGFT portal can use the same login credentials to access the eCoO portal. The prescribed fee for each CoO is Rs. 200 + GST (Rs. 36), totaling Rs. 236 per certificate, payable online via the same platform.
Rules of Origin – Key Highlights (As per Para 2.93 of the DGFT Handbook of Procedures):
- Goods must be manufactured in India, conforming to the definition of “manufacture” under Para 11.31 of the Foreign Trade Policy.
- If imported inputs are used, the final product will qualify as Indian origin only if the processing exceeds basic operations like labeling, repackaging, simple assembly, cutting, etc.
- Only substantive value-added processing or manufacturing qualifies under the non-preferential origin criteria.
Application Requirements:
Exporters must submit the following documents online while applying for a CoO:
- Copy of invoice and packing list
- Online payment of Rs. 236 per certificate
- Selection of PDEXCIL as the issuing authority
Agencies like PDEXCIL will verify that goods comply with the defined rules of origin before issuing the certificate. Exporters who are Status Holders and manufacturers are eligible to self-certify their goods if they meet the prescribed origin norms.
For any corrections in existing certificates, users can raise an online “In-lieu CoO” application through the same platform.
