MSME Council Evaluates RAMP Programme At 5th National Meeting

MSME Council Evaluates RAMP Programme

The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India, convened the fifth meeting of the National MSME Council at the NASC Complex, PUSA Road, New Delhi, on 24 February 2026. The Council functions as the administrative and operational body for the World Bank-supported RAMP (Raising and Accelerating MSME Performance) Programme, ensuring effective inter-ministerial coordination, strengthening Centre–State collaboration, and monitoring reform initiatives in the MSME sector.

The RAMP Programme focuses on enhancing MSMEs’ access to markets and credit, strengthening institutional capacity and governance at both Central and State levels, improving Centre–State linkages, addressing delayed payment issues, and promoting the greening and sustainability of MSMEs.

The 5th meeting of the National MSME Council was chaired by Hon’ble Union Minister for MSME, Jitan Ram Manjhi. Addressing the participants, Hon’ble Minister exhorted all the States / UTs to work towards promotion and development of MSME Sector so that their efforts could result in increase in income and employment in the sector and contribute towards country’s economic growth. He reiterated the need for supporting MSMEs in becoming globally competitive and emphasised need for developing synergies between the Central and state level initiatives.

The Honourable Union Minister launched the Udyami Bharat Portal (UBP) which is an integrated portal developed by the Ministry of MSME as a One Stop Shop for MSME services in line with the Digital India Mission. Udyami Bharat Portal integrates all MoMSME portals and services and Portals of other Central Ministries/Departments and State Government. Hon’ble Union Minister also launched the MSME Technology Transfer Platform (MTTP) which is a unified digital platform enabling MSMEs to access advanced technologies, testing facilities, skilling, and IP Commercialization support.  The Hon’ble Minister emphasized the need to accelerate and deepen the support to MSMEs owned by women and marginalized sections, ensuring inclusive growth and self-sustainability.

Sebastian Eckardt, Regional Director for the World Bank, expressed pleasure in partnering with the Ministry of MSME Bank for the RAMP program which supports greening, gender inclusion, improved access to finance, and innovations such as online dispute resolution for MSMEs. He further expressed interest in deepening World Bank’s efforts to enable and mobilize private capital, strengthen enterprise competitiveness, and support sustainable job creation across India.

Dr Rajneesh, Additional Secretary and Development Commissioner, highlighted the growth of the MSME sector in the last 4 years.  He urged the representatives from the States/ UTs to expedite the implementation of approved projects under RAMP in their respective States/UTs, and take advantage of the initiatives of the Ministry of MSMEs to ensure the benefits of the schemes are availed by the MSMEs. This will contribute towards success of the RAMP programme and achieving the national MSME agenda of MSME development in the country.

The representatives from the UT of Jammu & Kashmir, States of Goa, Manipur, Nagaland and Odisha presented their success stories under the RAMP Programme. The Meeting was attended by the representatives from Central Ministries / Departments and Officers from States / UT governments, SIDBI, NSIC along with other dignitaries.
