India Expands Cotton MSP Procurement, Stabilizing Domestic Supply & Prices

  • WHAT: India's Cotton Corporation of India (CCI) extended cotton procurement in Maharashtra to March 15, 2026, procuring 2.79 million bales at MSP rates up to Rs. 8,110/quintal for long staple cotton.
  • WHO: Cotton farmers directly benefit from assured MSP, while spinners, yarn producers, and garment manufacturers gain from stabilized domestic raw material supply.
  • IMPACT: The strengthened MSP operations ensure a floor price for domestic cotton, potentially reducing price volatility and ensuring consistent raw material availability for the textile value chain.
  • CONTEXT: This initiative reflects the government's commitment to farmer welfare and domestic cotton supply stability, especially when market prices fall below MSP, preventing distress sales.
  • ACTION: Industry professionals should monitor CCI's procurement volumes and future MSP revisions to forecast domestic cotton availability and price stability for sourcing and production planning.

Cotton Procurement ensures that all cotton offered by farmers at MSP rates is procured as per prescribed guidelines and district-wise yield declared by the state. On the request of the state, the last date of procurement in Maharashtra was extended from 28.02.2026 to 15.03.2026 to enable remaining farmers to benefit from the MSP scheme.

Statement showing MSP rates of cotton, along with year-wise and district-wise quantity of cotton procured by the Cotton Corporation of India (CCI) in the State of Maharashtra during the last three years, is enclosed below.

With regard to the quantity of cotton remaining unsold with farmers, it is stated that, as per the meeting of the Committee on Cotton Production and Consumption (COCPC) held on 08.12.2025, cotton production in Maharashtra was estimated at 72.66 lakh bales based on the First Advance Estimates of the Ministry of Agriculture. Further, as per market information, almost the entire amount of cotton has already arrived in the markets in the State.

To ensure that the benefits of MSP reach a larger section of cotton farmers, Cotton Procurement is being strengthened with CCI appointed as the Central Nodal Agency under the Ministry of Textiles for undertaking MSP operations across the country, including Maharashtra. In coordination with the Ministry, CCI expanded the state’s procurement network to 168 centres across 21 districts under its Akola and Aurangabad branches, up from 128 in 2024–25, ensuring wider coverage of cotton-growing areas. In the 2025–26 cotton season, CCI has introduced several farmer-centric initiatives, including the “KapasKisan App” for self-registration and slot booking, SMS alerts for real-time updates, extensive awareness campaigns, and Local Monitoring Committees and helplines to ensure smooth procurement operations and safeguard farmers’ interests.
